Agriculture Minister Javed Ahmad Dar Reviews Progress Under HADP, CAPEX & CSSs: Unveils Quality Control Manual

February 20, 2025 – Agriculture Minister Javed Ahmad Dar conducted a comprehensive review meeting to assess the progress of the Holistic Agriculture Development Programme (HADP), CAPEX (Capital Expenditure), and Centrally Sponsored Schemes (CSSs). Emphasizing transparency, timely fund utilization, and farmer outreach, the minister called for a concerted effort to accelerate agricultural growth and deliver benefits directly to farmers.

During the meeting, Minister Javed Ahmad Dar stressed the importance of efficient implementation and innovative approaches to enhance agricultural productivity. He directed officials to ensure real-time monitoring of schemes and prompt resolution of issues faced by farmers.

A key highlight of the meeting was the unveiling of the Quality Control Manual, aimed at ensuring standardized procedures and accountability in agricultural inputs. The manual is expected to strengthen quality assurance and safeguard farmers’ interests by regulating the supply chain of seeds, fertilizers, and pesticides.

The minister also called for innovation in Kisan Credit Card (KCC) monitoring and Point of Sale (POS) systems, stressing the need for technology-driven solutions to track disbursements and enhance transparency.

“Agriculture is the backbone of our rural economy. Transparent governance, timely fund utilization, and direct farmer engagement are crucial to realizing the goals of HADP and other initiatives,” Minister Javed Ahmad Dar said.

Senior officials from the Agriculture Department, district heads, and representatives from various implementing agencies attended the meeting. The minister urged all stakeholders to work in close coordination to meet project deadlines and ensure that government schemes reach the grassroots level effectively.

The review reflects the government’s commitment to modernizing agriculture, empowering farmers, and fostering sustainable rural development through innovative policy frameworks.
