Kulgam Education Dept Directs Officers to Boost Staff Efficiency and Professionalism

Kulgam, April 16:
In a strong move to uplift the standard and working efficiency of teaching and non-teaching staff, the Chief Education Officer (CEO) of Kulgam has issued a detailed circular emphasizing the active role of Drawing and Disbursing Officers (DDOs) in ensuring professionalism, commitment, and improved performance among staff.
The circular, aligned with the National Education Policy (NEP) 2020, highlights that all staff members are duty-bound to enhance their skills, adopt innovative approaches, and uphold ethical conduct to ensure high-quality education in schools. It clearly states that there will be zero tolerance for inefficiency or negligence of duties, and any violation will be met with strict administrative action.
Drawing and Disbursing Officers have now been tasked with the responsibility to not only oversee but also mentor and improve the performance of underperforming staff. DDOs must document staff evaluations, encourage positive conduct, and, where necessary, initiate disciplinary measures. A system of written feedback, including praise for good performance and directives for improvement, has been mandated.
To support these efforts, school-level and zonal-level counseling and guidance committees have been established. These committees will aid in evaluating staff performance and offering professional development support, especially for those lagging in competence.
The CEO has directed all Headmasters, ZEOs, and Principals in the district to take immediate action against inefficiency and ensure full implementation of the circular’s directives. The circular draws authority from government orders issued in 1987 and 1994, reinforcing the accountability mechanisms already in place.
This initiative marks a significant push by the education authorities in Kulgam to elevate educational standards through professional conduct and proactive leadership.
