25 Executive Engineers Elevated to Superintending Engineers in Jal Shakti Department Amid Severe Shortage

Shopian, April 22: In a significant administrative move, the Jammu and Kashmir Jal Shakti Department has elevated 25 Executive Engineers to the post of Superintending Engineers (SEs) on an incharge basis to address an acute shortage of senior supervisory staff.

The elevations have been made vide government order numbers 94-JK (JSD) of 2025 and 100-JK (JSD) of 2025, issued in light of an administrative exigency. Sources said the department is grappling with over 90% vacancies at the SE level, a crisis that has severely hampered the implementation of critical water supply projects, including those under the Jal Jeevan Mission.

Taking note of the shortage, Jal Shakti Minister Javed Ahmed Rana had earlier directed the department to explore avenues to strengthen the senior engineering cadre. Following a comprehensive review of the human resource scenario, Rana emphasized the urgent need to elevate deserving Executive Engineers to ensure the continuity of field operations.

The Minister has been actively monitoring the HR situation within the department and has called for timely conduct of Departmental Promotion Committees (DPCs) and enhanced coordination with the recruiting agencies to expedite the filling of vacant positions.

“An accountability mechanism is also being instituted to ensure that those responsible for cadre mismanagement are held answerable,” an official source confirmed.

The 25 newly elevated Superintending Engineers are expected to play a crucial role in expediting the execution of various water supply schemes across the region, many of which had been stalled due to a lack of supervisory oversight.

The move has been welcomed within the department as a necessary step to ensure the uninterrupted delivery of water supply services and to accelerate the pace of infrastructure development under ongoing flagship programs.
