Samba District on High Alert: Calls for Activating Village Defence Groups Amid Militant Sightings

Samba, Jammu & Kashmir, May 18, 2025: Following recent reports of suspected militant activity in the Kandi forest belt, including areas like Nangal, Chilla Danga, Sarna, and the hilly terrains of Goran in Sumb, Samba district is on edge. These unverified sightings come in the wake of heightened tensions between India and Pakistan, particularly after “Operation Sindoor,” a targeted military strike by Indian forces on terror camps across the border. The operation was launched in response to the April 22, 2025, Pahalgam terror attack that claimed 26 lives.
Local residents are urging the immediate activation of Village Defence Groups (VDGs) to bolster security and curb panic caused by rumors. VDGs, which have historically played a critical role in countering militancy in Jammu and Kashmir, are seen as a vital community-based defense mechanism. Posts on X have echoed this sentiment, with calls for equipping every village in Samba, Kathua, and Jammu districts with VDGs to enhance local vigilance.
Security forces launched a massive cordon-and-search operation (CASO) in Samba on May 17, 2025, after reports of three suspected terrorists in the Nangal, Chilla Danga, and Goran forest areas.
The operation, dubbed “Operation Keller,” involves the Indian Army and paramilitary forces combing the dense forests, but no militants have been located so far. Authorities have urged residents to rely solely on official statements to avoid misinformation, as unverified rumors can escalate fear and disrupt peace.
Reviving VDGs: A Call for Modernization and Training

With renewed threats, there is a growing demand to reactivate and strengthen these groups. A local resident, speaking anonymously, emphasized, “VDGs know the terrain and the people. They can spot suspicious activity faster than anyone. Arming them properly and starting night patrols will make our villages safer and stop these rumors from spreading fear.”
Official Response and Public Responsibility
The Jammu and Kashmir administration, along with the Border Security Force (BSF), remains on high alert. On May 8, 2025, the BSF successfully foiled a major infiltration attempt in Samba, neutralizing seven terrorists, highlighting the persistent threat in the region. The government has reiterated that only official channels should be trusted for updates. A statement from the Divisional Commissioner Jammu emphasized,
“Citizens are requested not to spread or believe in rumors. Official updates will be provided as the situation develops.”
Amid the tense atmosphere, the public is urged to exercise caution and refrain from sharing unverified information on social media, which could exacerbate panic. The recent drone incursions and ceasefire violations by Pakistan along the Line of Control (LoC) have heightened concerns, making community vigilance and cooperation with security forces crucial.
