J&K Launches Holistic Skill Development Plan (HSDP) to Build Future-Ready Workforce

Srinagar, June 17, 2025: In a transformative step towards empowering its youth and fostering sustainable economic growth, Jammu and Kashmir has launched the Holistic Skill Development Plan (HSDP), a comprehensive initiative designed to create a future-ready workforce. Chief Secretary Atal Dulloo unveiled the ambitious program, emphasizing its focus on grassroots implementation, inter-departmental synergy, and real empowerment through accessible toolkits and credit facilities.

The HSDP adopts a multi-tier strategy to address the diverse needs of all age groups, aligning skill development with sector-specific demands, entrepreneurship, and livelihood opportunities. Built on the innovative 4Es framework—Establish, Enrich, Execute, Empower—the plan aims to drive sustainable employment and enterprise creation across the Union Territory.

“Skilling is the cornerstone of J&K’s journey towards self-reliance,” said Chief Secretary Atal Dulloo during the launch. “The HSDP is not just a program but a movement to empower every individual with the tools, knowledge, and opportunities to thrive in a dynamic economy. By fostering collaboration between departments and ensuring grassroots reach, we are paving the way for a prosperous and inclusive future.”

The HSDP integrates sector-driven skilling initiatives, focusing on industries like agriculture, handicrafts, tourism, and technology, which are pivotal to J&K’s economy. It provides tailored training programs, access to credit for budding entrepreneurs, and toolkits to ensure practical application of skills. The initiative also emphasizes inclusivity, targeting rural and marginalized communities to bridge the urban-rural divide.

By leveraging partnerships with educational institutions, industry experts, and financial bodies, the HSDP aims to create a robust ecosystem for skill development and entrepreneurship. The program is expected to generate thousands of jobs and nurture a new generation of entrepreneurs, contributing to J&K’s vision of a vibrant, self-sustaining economy by 2030.
