Govt forms panel for SOP to plug ‘breaches’ along border in J&K
Srinagar, Sept 6The Government on Friday constituted a Sub-Committee to finalize the draft Standard Operating Procedure (SOP) for Border Protection Grid including comprehensive modus operandi to avert breaches at the border in Jammu and Kashmir.
According to a government order, the Sub Committee comprises of ADGP, Headquarters PHQ, J&K, as Chairman while its members include ADGP, Jammu Zone, Joint Director IB, IG BSF Jammu Frontier and representative from office of the Divisional Commissioner, Jammu (Civil Administration).
The Committee has asked to peruse the old and current data on the breaches that have occurred at the Border in order to arrive at a comprehensive modus operandi to avert such breaches in future.
It has been tasked to devise a mechanism to raise alerts by the BSF about “Potential Breaches”, “Suspected Breaches” & “Confirmed Breaches” and the role of J&K Police after such alerts.
Besides, the committee’s terms of reference include to identify a common platform for inter operate-ability in the form of a common control room so that there is smooth flow of information thereby ensuring an efficient and robust mechanism in the transition zone (hinterland) between the border area and the NH44 (Jammu-Srinagar highway).
It has been also asked to “clearly” define the roles and responsibilities of all the stake holders as well as create a mechanism for regular interaction among all the stakeholders to take stock of the progress made in the cases of breach (s) and update appropriate provision in the SOP, if necessary. “The Committee shall finalize the draft SOP by or before 30.09.2024,” it said, adding, “The Chairman of Committee may co-opt any other officer/official who can contribute towards finalization of the draft SOP.
