Historic Milestone: ₹33 Lakh Crore Disbursed Through 52 Crore Mudra Loans, Empowering Bharat’s Entrepreneurs

New Delhi, June 9, 2025: In a landmark achievement, the Pradhan Mantri Mudra Yojana (PMMY), launched in 2015, has disbursed over ₹33 lakh crore through more than 52 crore loans, significantly boosting self-employment and grassroots entrepreneurship across India. This milestone underscores the scheme’s transformative impact on fostering financial inclusion and empowering small and micro-entrepreneurs, particularly women and marginalized communities.

The PMMY, a flagship initiative of the Government of India, provides collateral-free loans of up to ₹10 lakh (recently extended to ₹20 lakh under the new Tarun Plus category) to non-corporate, non-farm small and micro-enterprises. These loans, categorized as Shishu (up to ₹50,000), Kishore (₹50,001 to ₹5 lakh), Tarun (₹5 lakh to ₹10 lakh), and now Tarun Plus (₹10 lakh to ₹20 lakh), cater to businesses at various stages of growth, enabling entrepreneurs to start or scale their ventures.

Official data highlights the scheme’s far-reaching impact:

  • Women Empowerment: Approximately 68% of Mudra loan recipients are women, with over 30 crore loans sanctioned to female entrepreneurs, fostering financial independence and gender equality. The average loan size for women has grown at a 13% CAGR, reaching ₹62,679 by FY25.
  • Support for Marginalized Communities: Over 50% of loan accounts belong to Scheduled Caste (SC), Scheduled Tribe (ST), and Other Backward Classes (OBC) entrepreneurs, ensuring inclusive economic growth.
  • MSME Credit Growth: The scheme has driven a surge in MSME lending, with total credit to the sector rising from ₹8.51 lakh crore in FY14 to ₹27.25 lakh crore in FY24, projected to cross ₹30 lakh crore in FY25.
  • First-Time Entrepreneurs: Over 11 crore loans have been disbursed to first-time entrepreneurs, creating a new generation of business owners across urban and rural India.

The top-performing states in Mudra loan disbursals include Tamil Nadu (₹3.23 lakh crore), Uttar Pradesh (₹3.14 lakh crore), Karnataka (₹3.02 lakh crore), West Bengal (₹2.82 lakh crore), and Bihar (₹2.81 lakh crore). Among Union Territories, Jammu and Kashmir leads with ₹45,815.92 crore across over 21 lakh accounts.

Prime Minister Narendra Modi, engaging with beneficiaries on the scheme’s 10th anniversary, emphasized its role in promoting entrepreneurship and economic development. “Mudra has not just provided loans; it has given hope to crores of Indians—from mechanics in small towns to women running home-based businesses,” he said, highlighting inspiring stories of job creation and self-reliance.

The scheme’s success is further evidenced by the tripling of the average loan size from ₹38,000 in FY16 to ₹1.02 lakh in FY25, reflecting growing demand for higher-value loans. The introduction of the Tarun Plus category in 2024, doubling the loan ceiling to ₹20 lakh for those who successfully repaid earlier Tarun loans, has further fueled entrepreneurial growth.

The Finance Ministry noted that Mudra loans have been instrumental in transforming India’s MSME landscape, with a 36% rise in disbursals in FY23 alone. The scheme continues to support diverse activities, including manufacturing, trading, services, and allied agricultural ventures like pisciculture and beekeeping, while also extending to homestays to boost tourism.

As Bharat celebrates this milestone, the Mudra Yojana stands as a beacon of economic empowerment, driving self-employment and building a foundation for a more inclusive and self-reliant economy.
