The District Magistrate of Samba, Jammu & Kashmir, has issued an order imposing a ban on the excavation of minor minerals such as sand, bajri, and RBM in the vicinity of bridges over rivers and nallahs in the Samba district. This measure comes in response to reports of unauthorized and uncontrolled mining from various rivers and nallahs, which pose significant risks to nearby infrastructure and the local environment.
Key Points of the Order
- Excavation of minor minerals within 100 feet of certain bridges and railway areas is strictly prohibited.
- The ban covers areas around the Devak River, Ujh Bridge, Basanter River, and other critical zones, both upstream and downstream.
- Mining is also banned in the periphery of 1 km of many specified bridges, public infrastructure, and railway tracks.
- No extraction is allowed within 150 meters upstream and 100 meters downstream of culverts or nallahs.
- Exceptions are made only for emergency work like desilting, subject to proper authorization.
Reasons for the Ban
The order highlights that illegal mining has led to damage and threat to bridge structures, accelerated erosion, and negative impacts on crops and ecological balance. Such activities have also instigated rampant illegal mining along rivers and nallahs, risking the stability of embankments and infrastructure.
Reporting and Enforcement
District officials, including the Mining Officer and Tehsildars, are directed to monitor and report compliance. The police and other relevant authorities are tasked with enforcing the ban and reporting violations, ensuring strict action against defaulters.

District Magistrate Ayushi Sudan, IAS, reiterated that the ban is necessary to safeguard public assets and prevent further environmental degradation. The order makes clear that routine or emergency works will only proceed with competent supervision and authorization.
This ban is effective immediately as per Order No: DMS/JC/25-26/2.5-6-7-5, dated 01/11/2025, and aims to protect critical infrastructure and natural resources in Samba district.
